Fork of forever-real_tired3-5-top8 retaining its eight-family core and adding two targeted families from gen-d4871f4eba85:

• k21: coastal observations with tidal, surge, sea-state, and datum components;
• k22: clipped birth-death occupancy counters with boundary pinning.

The 2026-07-30 pool is dominated by station-status sources, but the existing gen-d4871f4eba85 checkpoint did not beat top8 on those sources. Exposure is therefore conservative: k21=1% and k22=4%, taken from k14 (4 points) and k15 (1 point). All other top8 weights remain unchanged.

The cyclic 2048/3072/4096 output-length schedule, curriculum.expected_budget_fraction = 0.65, and all other top8 behavior are preserved. k22 remains nonnegative and integral through observation processing.
